All India Institute of Medical Sciences New Delhi has invited applications for the post of Superintending Engineer Civil on deputation basis at the National Cancer Institute Jhajjar. Eligible central engineering officers can apply by 15 December 2026.
All India Institute of Medical Sciences (AIIMS), New Delhi, is India's apex autonomous medical institution, established under the All India Institute of Medical Sciences Act, 1956. As an Institution of National Importance under the Ministry of Health and Family Welfare, AIIMS sets the benchmark for advanced clinical care, medical research, and graduate education.
The physical infrastructure of AIIMS encompasses extensive healthcare facilities, including the main campus at Ansari Nagar, the Jai Prakash Narayan Apex Trauma Center, the Mother and Child Block, the Surgical Block, and the sprawling National Cancer Institute (NCI) situated at Jhajjar, Haryana. NCI Jhajjar is India's largest specialty cancer care and clinical trials hospital, housing advanced particle therapy facilities and specialized inpatient wards.
Maintaining the multi-disciplinary hospital buildings, biomedical HVAC climate controls, medical gas pipeline systems, civil substructures, and water purification facilities requires high-level civil engineering leadership. The Superintending Engineer heads the engineering wing at NCI Jhajjar and coordinates complex capital expansion works.
This deputation opportunity enables senior civil engineers from central government departments to lead monumental healthcare infrastructure projects under the direct administrative oversight of the Director, AIIMS New Delhi.

1. Cadre Designation: Superintending Engineer (Civil).

The period of deputation is initially for three years and may be extended up to a maximum ceiling of seven years in terms of Department of Personnel and Training (DoPT) guidelines.

Candidates must hold a Bachelor of Engineering or Bachelor of Technology (B.E. / B.Tech) degree in Civil Engineering from a university or institution recognized by the All India Council for Technical Education (AICTE) or Central Government.
Applications are invited from civil engineering officers belonging to the Central Public Works Department (CPWD) or similar engineering cadres across Central Government Ministries, Central Statutory Bodies, or Autonomous Research Institutions:
1. Officers holding analogous posts of Superintending Engineer (Civil) on a regular basis in the parent cadre or department; OR
2. Executive Engineers (Civil) with at least five years of regular service in the grade of Pay Level 11 (PB-3 with Grade Pay Rs. 6,600) or Pay Level 12 (PB-3 with Grade Pay Rs. 7,600) in the parent cadre.
Executive Engineers (Civil) serving within the internal engineering cadre of AIIMS New Delhi who possess five years of regular service in the grade are also eligible to be considered for this selection.
The maximum age limit for appointment on deputation must not exceed 56 years as on the closing date of application submission, 15 December 2026. Deputation rules do not allow officers exceeding this threshold to be considered.
Applicants must possess an impeccable vigilance track record. Cadre controlling authorities must certify that no disciplinary case or vigilance inquiry is either pending or contemplated against the officer. Integrity certificates and details of major or minor penalties imposed during the preceding ten years must accompany the dossier.
The post carries Pay Level 13 in the 7th Central Pay Commission Pay Matrix, with a base pay band spanning Rs. 1,23,100 to Rs. 2,15,900 per month (pre-revised Pay Band-4 Rs. 37,400-67,000 with Grade Pay Rs. 8,700).
Selected officers have the option to draw pay in the Pay Matrix Level of the deputation post or retain their parent grade pay plus applicable Deputation (Duty) Allowance in accordance with DoPT guidelines.
Officers are entitled to central Dearness Allowance (DA), House Rent Allowance (HRA) or official Type-V/VI government accommodation at NCI Jhajjar campus, medical cover under AIIMS Contributory Health Scheme, and government staff vehicle facilities for official duties.
1. Directing, supervising, and monitoring all civil engineering works, structural expansions, hospital renovation contracts, and campus infrastructure projects at NCI Jhajjar.
2. Ensuring statutory compliance with building safety codes, National Building Code of India (NBC), fire safety guidelines, and environmental clearance norms for healthcare buildings.
3. Scrutinizing architectural drawings, structural designs, detailed project estimates, and technical specifications for specialized radiation oncology bunkers and laboratory facilities.
4. Managing engineering procurement contracts, e-tendering through the Central Public Procurement Portal (CPPP), and monitoring contractor bill settlements.
5. Coordinating with the Ministry of Health and Family Welfare, CPWD, local municipal corporations, and power utility boards for municipal approvals and infrastructure sanctions.
Selection will be made on the recommendation of a high-powered Standing Selection Committee constituted by AIIMS New Delhi in accordance with the AIIMS Regulations, 1999.
The committee evaluates the officer's Annual Confidential Reports / Annual Performance Appraisal Reports (APAR) for the preceding five years, complexity of hospital or institutional construction projects handled, and suitability during a personal interaction.
Because appointment is on deputation, the consent of the parent department and unconditional relieving clearance within thirty days of selection is a mandatory condition of appointment.
